Hong Kong, 16th July 1900, 2.55 p.m. General Gaselee and I consider Hong Kong Regiment should be employed actively, both on military and political grounds; their place at Hong Kong being taken by a third native regiment from India, so as to be prepared for local eventualities. We both consider this garrison is far too weak, if rising in south. Wing, Hong Kong Regiment, to be detained here till third regiment

rrives. Above repeated to Chief, India, and India Office.
